Can a City Council dictate who can be a tourist & who cannot? HELP!?

"Pro Rally". It is over 3/4 of this town's income comes from Bike Week. They come here 2 honor the POW's & Veterans of War, & our service members of the ARMED FORCES are honored, Memorial Day (the week & 1/2 before). They spend $money$ & are peaceful. Please how can we help our residents & be Pro-Rally! City Council wants 2 dictate who can or cannot be a tourist allowed 2 come here on vacation! Those bikers come back here with their families other times during the year! It is wrong! This is a beach! God Bless America, where we have free speech & thought we could go on vacation anywhere in the US we wanted W/O being discriminated against because we R on a bike, of which, has better gas mileage & more likely to go on vacations, the CC is saying "no bikers allowed AND we are raising the taxes by 3 mills. to cover the shortage in revenue from the 500,000 bikers that have been coming here for over 50 years! So, now the residents have 2 $ pay $ out of our pockets 4 their decision? Help!How?
