Can this really only sell for $200 used?

The $1700 is brand new. However you should be able to get about $300 or $400 but it really depends on the condition and if you can find a buyer who is willing to pay that price. That computer is already really outdated. Technology progresses so quickly that a computer's lifetime is only about six months.
