Why the govt is averse to the role of Civil Society while it depends on the NAC or other non elected bodies?

They are averse of any Body which asks them questions.......all they want is fit-in their own men in order to arm-twist everyone who reasons with them for any misdoings of their men. and since NAC is headed by Sonia so it doesn't threaten them in any way.
